VASUNDHARA SKILLED FORCE · PROJECT STAFFING SYSTEM

Assemble the right people for the work.

Roles are not a list. They are a project system. This matrix connects each project stage to the functions, capabilities, outputs and dependencies needed to move from evidence to a finished place.

01 · OPERATING LOGIC

Project → stage → function → role → evidence → output.

The matrix is designed to become the bridge between the national workforce atlas and a live project brief. It prevents the common failure mode of appointing impressive titles without defining what must actually be delivered.

01

Define the stage

Discovery, planning, design, approvals, procurement, construction, commissioning or occupation.

02

Define capability

Select the functional role and competency level required rather than defaulting to a generic designation.

03

Verify evidence

Portfolio, site record, drawings, references, assessment, craft test, licence or other appropriate evidence.

04

Contract the output

Specify acceptance criteria, dependencies, duration and engagement model before mobilisation.

Important: this is a staffing architecture, not a claim that every project needs every role. A small rural house may combine several functions in one competent person; a complex estate, hospitality project or village programme may require multiple specialists at different competency levels. The staffing decision should follow project risk, complexity and output—not headcount.

03 · NEXT LAYER

From matrix to live project staffing.

The next operational layer is a project staffing sheet that selects roles, competency levels, candidate geography, evidence, mobilisation dates, engagement model, rate basis, dependencies and acceptance criteria for one commissioned project.
