INDIA INTELLIGENCE · PART 2 · PROSPERITY INTELLIGENCE

Prosperity is not a state average. It is a map of purchasing capacity.

The next layer of Vasundhara's national intelligence system moves from headline growth into the economic capacity of households and places: consumption, per-capita output, labour participation and financial intermediation.

01 · The household signal

Consumption is the closest national proxy for what households can actually buy.

MoSPI's Household Consumption Expenditure Survey 2023–24 puts average monthly per-capita consumption at ₹4,122 in rural India and ₹6,996 in urban India. The rural–urban multiple has narrowed, while non-food expenditure forms the larger share of urban consumption. For Vasundhara, this makes consumption a more useful first-pass housing signal than income alone.

The top-end matters for premium housing. The rural median and broad distribution matter for volume housing. Vasundhara should therefore retain both mass-market and affluent-pocket signals instead of collapsing prosperity into one score.

02 · State prosperity screen

The first cut identifies where purchasing capacity is already structurally deep.

The Economic Survey 2025–26 statistical appendix reports per-capita Net State Domestic Product at current prices. These are not interchangeable with household income, and the underlying state series are on the 2011–12 national accounts series. They are therefore used here as a comparative prosperity signal—not as a final market ranking.

State / UTPCNSDP 2024–25 (₹)Interpretation for housing intelligence
Delhi493,024Very high income-density anchor; metropolitan spillover requires district/corridor analysis.
Telangana387,623High prosperity + major services/technology anchor; strong peri-urban screening candidate.
Karnataka380,906High prosperity + deep services/talent ecosystem; corridor rather than state-level view is essential.
Tamil Nadu361,619High prosperity + industrial/service density; strong multi-node housing geography.
Haryana353,182High prosperity with major NCR-linked spillovers; district-level differentiation is critical.
Kerala308,338High household consumption potential with distinctive urbanisation and remittance effects.
Maharashtra309,340Large high-value economy; aggregate state number conceals multiple very different housing markets.
Uttarakhand274,064Prosperity plus landscape premium creates a distinct mountain/peri-urban screening layer.

03 · Prosperity is multi-dimensional

Do not rank a place on income alone.

A place becomes commercially interesting when purchasing capacity intersects with people, finance, enterprise and connectivity. The intelligence engine should therefore produce a vector, not a single number.

ConsumptionMPCE, rural/urban split, top-tail capacity and non-food share.
IncomePer-capita state/district output, growth and concentration.
LabourLFPR, WPR, unemployment and regular wage/salaried work.
FinanceDeposits, credit, credit-deposit ratio and personal lending depth.
EnterpriseFormal/unincorporated enterprise density, industrial activity and service clusters.
PlaceConnectivity, housing supply, land economics and landscape premium.

04 · Labour and financial depth

The hidden test: can prosperity turn into housing demand?

PLFS 2025 reports an all-India labour-force participation rate of 59.3% for persons aged 15+ under usual status, with regular wage/salaried employment rising to 23.6%. RBI's state and district banking datasets provide deposits, credit and credit-deposit ratios. Together, these allow Vasundhara to distinguish a high-output place from a place where household purchasing power is actually being intermediated through jobs and finance.

05 · The Vasundhara prosperity score

Next, we descend from state to district to corridor.

The next research pass should calculate comparable prosperity vectors for districts and their surrounding rural/peri-urban catchments. The objective is not to declare a “richest district”; it is to find places where economic capacity, household demand and residential geography overlap.

Working rule: a high prosperity signal becomes a housing opportunity only when it is supported by employment, financial intermediation, connectivity and buildable residential geography. State averages are screening inputs, never the conclusion.

RESEARCH UPDATE · 24 SEPTEMBER 2026

Prosperity now has a measured household distribution, not just a state-income table.

HCES 2023–24 adds an important distinction: the national rural top 5% averaged ₹10,137 per month in MPCE while the urban top 5% averaged ₹20,310. At the other end, the bottom 5% averaged ₹1,677 rural and ₹2,376 urban. Chhattisgarh recorded the lowest average MPCE among states in both rural (₹2,739) and urban (₹4,927) areas. This is precisely why state income cannot be treated as a proxy for addressable residential demand.

State income

The Economic Survey 2025–26 statistical appendix reports 2024–25 per-capita NSDP for states on the 2011–12 national-accounts series. The table remains useful for comparative screening, but it is output per person, not household purchasing power.

Consumption distribution

HCES exposes the top-tail and bottom-tail of household consumption. The intelligence engine should use this distribution to identify affluent pockets without converting an entire district or state into an assumed premium market.

Commercial translation

A prosperity signal becomes commercially meaningful only after it is intersected with land control, household formation, finance, construction activity, professional supply and access.

Research rule added: no “affluent market” label from PCNSDP alone. A candidate needs at least one household-capacity signal plus one observed residential-conversion signal before it can move from macro screen to field validation.
